Maskatel Inc. - CLEC rates for interconnection

  Reference: Tariff Notices 12 and 12A

The Commission received an application by Maskatel Inc., dated 29 August 2008 and modified 23 September 2008, for approval of revisions to its General Tariff for competitive local exchange carrier (CLEC) interconnection services. The company stated that the proposed tariff revisions had been prepared in accordance with the CLEC Model Tariff Version 30.

In a Commission staff letter dated 29 July 2008, all CLECs were requested to file proposed tariffs to reflect the incumbent local exchange carriers' (ILECs) interconnection rates or to file proposed rates with cost justification for any departures from the ILECs' interconnection rates.

The Commission has reviewed the company's proposal and is satisfied that it follows the CLEC Model Tariff Version 30 and that the effective date is in accordance with the date indicated in the 29 July 2008 letter.

Accordingly, the Commission approves on an interim basis Maskatel Inc.'s application, with the following effective dates:
 
  • 1 January 2008 for the rates applicable in the operating territory where Télébec, Limited Partnership is the ILEC, for Termination of CLEC intra-local interconnection region traffic, consistent with Telecom Decision 2007-132 and Telecom Order 2007-499;
 
  • 4 February 2008 for the rates applicable in the operating territory where the former TELUS Communications (Québec) Inc., now part of TELUS Communications Company (TCC), is the ILEC, for Termination of CLEC intra-local interconnection region traffic, consistent with Telecom Decision 2007-132 and Telecom Order 2008-32;
 
  • 1 June 2008 for the interconnection rates applicable in the operating territories where Bell Aliant Regional Communications, Limited Partnership; Bell Canada; Télébec, Limited Partnership; and TCC are the ILECs, consistent with Telecom Decisions 2007-27 and 2007-60.
