Forbearance from the regulation of Centrex services |

The Commission received applications, between 27 February and 4 March 2008, by Bell Aliant Regional Communications, Limited Partnership (Bell Aliant); Bell Canada; the former TELUS Communications (Québec) Inc., now part of TELUS Communications Company (TCC); and TCC (collectively, the Companies) proposing revisions to their respective General Tariffs, in order to include their Centrex and Enhanced Exchange Wide Dial (EEWD) related services to their lists of forborne business local exchange services. |

The Companies indicated that in Telecom Decision 2008-10, the Commission had determined that Centrex and EEWD services would not be excluded from the business local exchange services product market for local forbearance purposes. The Companies submitted that, as directed in that Decision, they were filing revised tariff pages to reflect the Commission's forbearance determinations with regard to Centrex and EEWD services for the Commission's approval. |

The Commission received comments from MTS Allstream Inc. (MTS Allstream) and reply comments from Bell Aliant and Bell Canada. The public record of this proceeding, which closed on 17 March 2008, is available on the Commission's website at www.crtc.gc.ca under "Public Proceedings." |

MTS Allstream indicated that it had filed an application with the Commission to stay and review and vary Telecom Decision 2008-10. MTS Allstream submitted that, as a result, neither interim nor final approval should be given to incumbent local exchange carriers' (ILECs) tariff applications related to Centrex and EEWD services pending the Commission's decision on that application. |

The Commission notes that in Telecom Decision 2008-57, it denied MTS Allstream's application to review and vary Telecom Decision 2008-10. The Commission also notes that in Telecom Decision 2008-10, it determined that for those exchanges where the ILECs have demonstrated that they met the criteria for forbearance from the regulation of business local exchange services, Centrex services would also be forborne from regulation to the extent specified in Telecom Decision 2006-15, as amended by the Governor in Council's Order Varying Telecom Decision CRTC 2006-15, P.C. 2007-532, 4 April 2007 (modified Telecom Decision 2006-15). |

The Commission considers that the proposed tariff revisions to the list of forborne business local exchange services are consistent with its determinations set out in modified Telecom Decision 2006-15 and Telecom Decision 2008-10. |

In light of the above, the Commission approves the Companies' applications. |
