Dear Sir/Madam:

Re:   Updated Support Structure cost studies

On 30 October 2008, the Commission received an application from TELUS Communications Company ( TCC ), requesting: (1) that incumbent local exchange carriers (ILECs) be directed to file updated support structure cost studies and proposed rates, terms and conditions, and (2) that current ILEC support structure service rates be made interim with final rates to be adjusted retroactively.

Set out below is the process to address TCC 's application:

1)   ILECs [1] , other than TCC , may file comments by 21 November 2008 addressing:

a)   whether it is appropriate to review the existing ILEC support structure tariffs; and if so,

b)   whether the ILECs should be directed to: (1) file revised support structure cost studies, and (2) to propose revised rates, terms and conditions; and

c)   whether the current support structure service tariffs should be made interim with final rates to be adjusted retroactively to the date the rates were made interim.

2)   Interested parties, other than ILECs, may file comments by 28 November 2008.

3)   TCC may file reply comments by 5 December 2008.

4)   Any ILEC, other than TCC , may also file reply comments by 5 December 2008 to address interested parties' comments regarding that ILEC.

The above material must be filed and served on all parties to this process by the dates set out above and must be received, not merely sent, by those dates.
