RE:   Public Works and Government Services Canada Application for a Commission Decision pursuant to Section 27 of the Telecommunications Act regarding telecommunications services provided by Bell Canada

On 10 November 2008, the Commission received an application by Public Works and Government Services Canada (PWGSC) filed pursuant to Part VII of the CRTC Telecommunications Rules of Procedure (the Rules) with respect to telecommunications services provided by Bell Canada. PWGSC indicated that Bell Canada was currently providing it telecommunications services pursuant to a Customer Specific Arrangement. PWGSC requested that Bell Canada extend this contract, or aspects of the contract, and requested revisions to the terms and conditions of the tariff to reflect its requirements.

PWGSC has requested that the Commission, among other things, make a determination relating to Bell Canada 's compliance with its obligations under Section 27 of the Telecommunications Act .   PWGSC also requested that the Commission modify the normal time periods provided for under Part VII of the Rules in order for the Commission to rule on its application on an expedited basis.

Interested parties are invited to provide their comments by Tuesday, 18 November 2008 as to whether there is a need for the Commission to initiate an expedited procedure similar to that requested by PWGSC, in light of the comment in PWGSC's application that Bell Canada would stop issuing out orders to ensure continuity of service. These comments must be filed and served on all parties to this process by the date specified and must be received, not merely sent, by that date.
