Re:   Updated Billing and Collection Service Processing Charges Costs

On 20 October 2008, the Commission received applications by Bell Canada, Bell Aliant Regional Communications (the Companies), and TELUS Communications Company(TCC), requesting that the timeframe specified by the Commission in its 26 August 2008 letter to submit updated Billing and Collection Services (BCS) processing charges cost studies be extended to 28 November 2008 and that the subsequent comment and reply comment periods be likewise extended.   Additionally, Saskatchewan Telecommunications (SaskTel) requested these deadlines be extended to all participants.  

On 28 October, the Commission received a letter from Yak Communications (Canada) Corp. (Yak) proposing that the ILECs file updated BCS processing charges cost studies by 17 November 2008 and further proposed dates for comments, request for disclosure, and reply comments.

Yak also requested that the Commission immediately make the BCS tariffs of the Companies and TELUS interim pending the review of the BCS processing charges cost studies.

In the circumstances, Commission staff establishes the following revised schedule for the incumbent local exchange carriers [1] (ILECs) associated with updated BCS processing charges costs:

(a) Each ILEC is to file updated BCS processing charges cost studies by 21 November 2008;
(b) Parties may file claims for disclosure of information for which confidentiality is claimed by the ILECs no later than 28 November;
(c) Each ILEC may respond to such claims for additional disclosure by 5 December 2008; and
(d) Parties may file comments, serving a copy on the relevant ILECs, within 10 days of a disclosure decision by the Commission; and
(e) ILECs may file reply comments, serving a copy on the party that submitted comments, within 10 days of the deadline in (d) above.

Regarding Yak's request to make rates interim for BCS processing charges, all parties except Yak may file comments by 5 November 2008, and all parties including Yak may file reply comments by 10 November 2008.

The above material must be filed and served on all parties to this process by the dates set out above and must be received, not merely sent, by those dates.
