Dear Mr Palmer:

RE:   Bell Aliant Regional Communications, Limited Partnership Tariff Notice 172 and Bell Canada Tariff Notice 7116

On 31 March 2008, the Commission received applications from Bell Canada and Bell Aliant Regional Communications, Limited Partnership ( Bell Canada et al. ) proposing revisions to their respective General Tariff to increase the rates for Basic Residential Services in high-cost serving areas as part of their 2008 Annual Price Cap filing.

In addition, Bell Canada et al. proposed to introduce rate ranges for certain services that referenced rates that were proposed in Bell Canada Tariff Notice 7108 and Bell Aliant Regional Communications, Limited Partnership Tariff Notice 163, dated 28 February 2008 (other applications) as the initial rates for these services.

Therefore, rates in these applications are contingent on the Commission's approval of the other applications. Since the Commission has not yet rendered its decisions regarding the other applications, it will be unable to render a determination on these applications within 10 business days from the date these applications were filed. The Commission expects to render its decision within 45 business days.

Yours sincerely,
