Re:   Part VII applications by TELUS Communications Company, and Bell Aliant Regional Communications, Limited Partnership; Bell Canada; NorthernTel, Limited Partnership and Telebec, Limited Partnership for forbearance from the regulation of retail directory assistance services

The Commission received an application by TELUS Communications Company, dated 29 February 2008, and an application by Bell Aliant Regional Communications, Limited Partnership, Bell Canada, NorthernTel, Limited Partnership and Telebec, Limited Partnership, dated 28 March 2008, requesting that the Commission forbear from the regulation of their retail directory assistance services.

The Commission also received a submission from SaskTel stating, among other things, that the company intended to submit an application requesting that the Commission forbear from the regulation of its retail directory assistance services.

The Commission received responses from the Public Interest Advocacy Centre, on behalf of the Consumers' Association of Canada and the National Anti-Poverty Organization (collectively, the Consumer Groups), in which the Consumer Groups submitted that these applications should be stayed in light of the proceeding initiated by Call for comments on priorities regarding the review of social and other non-economic regulatory measures , Telecom Public Notice 2008-1, 22 January 2008.   The Consumer Groups further submitted that, in the interest of procedural efficiency and fairness, these applications should be dealt with in a Public Notice.

The Commission is considering procedural alternatives with respect to the issues raised by the above-noted applications.   Until the Commission makes a determination on the appropriate procedure to follow, parties are requested to refrain from submitting comments on these applications or from filing new applications for forbearance from the regulation of retail directory assistance services.
