Dear Mr. Palmer:

RE:   Bell Canada Tariff Notice 7107 and Bell Aliant Tariff Notice 162 - Addition of Centrex and Enhanced Exchange-Wide Dial services to forborne business local exchange services

On 27 February 2008, the Commission received an application by Bell Canada , under cover of Tariff Notice 7107 and Bell Aliant Regional Communications, Limited Partnership, under cover of Tariff Notice 162, in which the companies proposed to add their Centrex and Enhanced Exchange-Wide Dial Services to their list of forborne business local exchange services.

Commission staff notes that on 27 February 2008 , MTS Allstream Inc. (MTS Allstream) filed an application to review and vary The relevant product market for Centrex and Enhanced Exchange Wide Dial services for the purpose of forbearance from regulation , Telecom Decision 2008-10, 31 January 2008 (Decision 2008-10) and also requested a stay of that Decision pending the Commission's determination on its application.

Consequently, the Commission will not be able to render a decision within 10 business days of the date of receipt of the application. The Commission expects to render its decision once it has disposed of MTS Allstream's request for a stay of Decision 2008-10, or MTS Allstream's request to review and vary that Decision, or sooner.

Yours sincerely,
