Dear Mr. Cavanagh:

RE:   Agreement 1099/03 - Distributel Communications Limited / Bell Canada - Schedule C to Master Agreement for Local Interconnection

On 10 December 2007, the Commission received an application by Distributel Communications Limited in which the company requested Commission approval of its revised Schedule C to the Master Agreement for Local Interconnection (MALI) between itself and Bell Canada .

Commission staff notes that in Forbearance with respect to certain inter-carrier agreements filed pursuant to section 29 of the Telecommunications Act, Telecom Decision CRTC 2007-129, 14 December 2007 (Decision 2007-129), the Commission determined that the Schedule C to a MALI would be deemed approved upon filing with the Commission, with the Commission reserving the power to amend, suspend or disallow such agreements back to the date of filing, if necessary.

Consequently, the Schedule C to the MALI between Distributel Communications Limited and Bell Canada is deemed approved.
