RE:    Follow up to Use of deferral account funds to improve access to telecommunications services for persons with disabilities and to expand broadband services to rural and remote communities, Telecom Decision CRTC 2008-1

In Telecom Decision CRTC 2008-1 [1], (Decision 2008-1), the Commission determined that additional information was necessary in order to have a full record on which to base its final decision regarding certain supplemental communities proposed by Bell Canada [2] for broadband expansion that were not approved in Decision 2008-1.   Accordingly, the Commission indicated that it would initiate a process to request that parties file such information with respect to the following communities, as identified in Appendix A of Decision 2008-1 (the supplemental communities):

For each supplemental community, Bell Canada is requested to file the information identified in Attachment 1 by 18 February 2008, serving a copy on all interested parties to the Telecom Public Notice 2006-15 proceeding.

Any alternative broadband service provider (ABSP) may request the exclusion of any of these supplemental communities from Bell Canada 's broadband expansion proposal on the basis that either:

1)       The ABSP provided broadband service to the supplemental community as of 19 February 2007; or

2)       The ABSP advised the Commission in its initial exclusion submission in February 2007, as part of the record of Telecom Public Notice 2006-15, that it planned to provide broadband service to the supplemental community.

Those ABSPs that wish to request that a supplemental community be excluded from Bell   Canada 's broadband expansion proposal are requested to provide the information identified in Attachment 2 to this letter by 19 March 2008, serving a copy on all interested parties to the Telecom Public Notice 2006-15 proceeding.

Bell Canada and any other interested party wishing to comment on the submission of an ABSP may do so by 2 April 2008, serving a copy on all interested parties to the Telecom Public Notice 2006-15 proceeding.

ABSPs may file reply comments with the Commission, serving a copy on all other parties, by 16 April 2008 .

Attachment 1

Bell Canada - Information Requirements

Provide the information requested below with respect to each of the supplemental communities identified in Appendix A of Decision 2008-1.

Question 1001

Maps

For each supplemental community provide a PDF format map clearly identifying the Distribution Serving Areas (DSAs) where Bell Canada proposed to expand its broadband service using deferral account funds.   The maps should also indicate the geographic location of the wire centre(s) and show sufficient geographic detail, including roads/streets, well know landmarks etc., to allow ABSPs to identify areas at the DSA level, where the proposed Bell Canada/Bell Aliant coverage area may overlap with the area currently served or to be served by the ABSP.

Question 1002

DSA Table

Provide a concordance table clearly identifying on which map each supplemental community and the corresponding DSAs where Bell Canada proposed to expand broadband service can be found.   The table should also indicate the NPA, Rate Band and whether the community is served by Bell Canada or Bell Aliant.

Question 1003

For each supplemental community, provide a cost study in the same format used in Bell Canada 's submission of 5 October 2007 (Tables 1 to 4), including the Detailed Summary of Phase II Costs table.

Question 1004

Other Information

Provide any additional information that Bell Canada considers could assist ABSPs in identifying overlaps in coverage between the ABSP and Bell Canada or Bell Aliant.

ABSP - Information Requirements

With respect to the supplemental communities identified in Appendix A of Decision 2008-1, where an ABSP requests that one of the above noted communities be excluded from Bell Canada's broadband expansion proposal, the ABSP must provide for each such community the information requested below.
