Dear Mr. Palmer:

Re:   Bell Canada Tariff Notice 7031 - Expanded Local Calling Area for the City of Hamilton

On 4 May 2007, the Commission received an application by Bell Canada under Tariff Notice 7031, proposing revisions to introduce an expanded local calling area (ELCA) for telephone exchanges contained in whole, or in part within the geographic boundaries of the City of Hamilton . In Telecom Order CRTC 2007-168, 14 May 2007, the Commission approved Tariff Notice 7031 on an interim basis, effective 8 November 2007.

In the intervening period, certain exchanges associated with the Hamilton ELCA were granted forbearance for residential and/or business local exchange services.

On 20 December 2007, Bell Canada filed Tariff Notice 7095, proposing revisions to clarify that the surcharges identified in the ELCA tariff would be applied to non-forborne exchanges. This application was granted interim approval in Telecom Order CRTC 2008-2, 9 January 2008.

Given that Tariff Notice 7031 has been superseded by Tariff Notice 7095, Commission staff hereby informs the company that it intends to close the file associated with Tariff Notice 7031. Commission staff considers that closing this Tariff Notice will have no impact on the company's operations, and that no further action or Final Order will be required or forthcoming.

Please provide any comments on the Commission staff's proposal to close this file, by 25 January 2008.

Yours sincerely,
