Re: CRTC Approval -- CAB's Action Plan for Closed Captioning, in response to Public Notice CRTC 2007-54

Dear Mr Smith:

Thank you for your filing of the Canadian Association of Broadcasters' Action Plan for Closed Captioning last 7 December 2007, along with your clarification letter of 11 January 2008, as required in Public Notice CRTC 2007-54.

The Commission has reviewed your action plan, including the proposed membership of the French and English-language working groups, as well as the steps to be taken and timelines in addressing the quality of captioning of television programming in Canada. The Commission is satisfied that your plan will adequately foster the development of universal captioning standards in English and in French, as well as workable solutions with respect to various aspects of quality of captioning.

The Commission hereby approves the CAB's Action Plan on Closed Captioning and is looking forward to receiving, in November 2008, the results of the two working groups through the CAB Report on Closed Captioning Standards and Solutions. In this report, the Commission expects to find satisfactory evidence that the standards and solutions developed are acceptable and workable to both users of captioning and broadcasters.
