Licence renewals

1.

The Commission renews the broadcasting licences for the French-language, commercial FM radio programming undertakings listed below from 1 September 2008 to 31 August 2015. The licences will be subject to the conditions specified therein as well to as the conditions set out in the appendices to this decision.

The Commission received a comment from l'Association québécoise de l'industrie du disque, du spectacle et de la vidéo (ADISQ). In its comment, ADISQ mainly highlighted its concerns about musical diversity and the lack of new musical selections, emerging artists, and contributions to Canadian content development (CCD). The public record is available on the Commission's website at www.crtc.gc.ca under "Public Proceedings."

The Commission reminds commercial radio licensees that they are required to adhere to the requirements relating to contributions to CCD set out in section 15 of the Radio Regulations, 1986, as amended by Regulations Amending the Radio Regulations, 1986, SOR/2008-177, 28 May 2008, announced in Amendments to the Radio Regulations, 1986 - Implementation of the Commercial Radio Policy 2006 and the Digital Radio Policy - Regulatory Policy, Broadcasting Public Notice CRTC 2008-67, 23 July 2008.

Appendix 1 to Broadcasting Decision CRTC 2008-182

 

Terms, conditions of licence and encouragement for the following programming undertakings:

 
  • CHJM-FM Saint-Georges;

  • CHOX-FM La Pocatière and its transmitters CHOX-FM-1 Baie Saint-Paul, CHOX-FM-2 Sainte-Perpétue and CHOX-FM-3 Saint-Aubert;

  • CIEL-FM Rivière-du-Loup and its transmitters CIEL-FM-1 Pointe de Rivière-du-Loup, CIEL-FM-3 Cabano and CIEL-FM-5 Sully;

  • CFLO-FM Mont-Laurier and its transmitter CFLO-FM-1 L'Annonciation;

Terms

  The licence will take effect 1 September 2008 and will expire 31 August 2015.
 

Conditions of licence

 

1. The licence will be subject to the conditions set out in New licence form for commercial radio stations, Public Notice CRTC 1999-137, 24 August 1999, with the exception of conditions nos. 1 and 5.

 

2. If the licensee originates 42 or more hours of programming in any broadcast week, it shall adhere to the Canadian Association of Broadcasters' Equitable Portrayal Code, as amended from time to time and approved by the Commission. However, the application of the foregoing condition of licence will be suspended if the licensee is a member in good standing of the Canadian Broadcast Standards Council.

 

Encouragement

 

Employment equity

  In accordance with Implementation of an employment equity policy, Public Notice CRTC 1992-59, 1 September 1992, the Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
 

Appendix 2 to Broadcasting Decision CRTC 2008-182

 

Terms, conditions of licence and encouragement for the radio programming undertaking CFXM-FM Granby

 

Terms

  The licence will take effect 1 September 2008 and will expire 31 August 2015.
 

Conditions of licence

 

1. The licence will be subject to the conditions set out in New licence form for commercial radio stations, Public Notice CRTC 1999-137, 24 August 1999, with the exception of conditions nos. 1 and 5.

 

2. The licensee shall broadcast 126 hours of local programming per week.

 

3. If the licensee originates 42 or more hours of programming in any broadcast week, it shall adhere to the Canadian Association of Broadcasters' Equitable Portrayal Code, as amended from time to time and approved by the Commission. However, the application of the foregoing condition of licence will be suspended if the licensee is a member in good standing of the Canadian Broadcast Standards Council.
