Télébec, Limited Partnership

Miscellaneous services

The Commission received an application by Télébec, Limited Partnership (Télébec), dated 13 July 2007, in which the company proposed to implement a number of rate increases to services in its Residential Non-High Cost Serving Areas (HCSAs) Services basket, Residential HCSAs Services basket, Pay Telephone Services basket, Business Services basket, and Other Capped Services basket. The proposed rate increases include the following:
 
  • a $0.75 increase to the basic residential local rates in certain exchanges in Rate Bands C through G;
 
  • a five percent increase to business service rates;
 
  • a five percent increase to certain services in the Other Capped Services basket, including intra-exchange distance charges and additional directory listings; and
 
  • with respect to pay telephone rates, an increase to $0.50 for local coin telephone calls and to $1.00 for local calls otherwise initiated.

The Commission notes that in Telecom Decision 2007-60, it extended to Télébec the price cap framework it had established for the large incumbent local exchange carriers in Telecom Decision 2007-27.

The Commission further notes that in Telecom Decision 2007-27, it provided for rate increases to pay telephone service rates to a maximum rate of $0.50 per cash call and $1.00 per non-cash call. Accordingly, the Commission approves Télébec's proposed increases to its pay telephone rates.

The Commission notes that it will consider the remaining proposed rate increases in conjunction with the proceeding initiated by Télébec's application filed with the Commission on 14 July 2006, entitled Télébec, société en commandite - Proposal to recover the recurring shortfall in its deferral account.
