The Commission will hold a public hearing commencing on 11 February 2008 at 9:30 a.m., at the Conference Centre, Portage IV, 140 Promenade du Portage, Gatineau, Quebec, to consider the following applications. The deadline for submission of interventions/comments is 17 January 2008.

Preamble

On 11 June 2007, the Commission issued Broadcasting Public Notice CRTC 2007-62, announcing that it had received an application from HDTV Networks Incorporated (HDTV Networks) for a licence to operate an English-language high definition (HD) over-the-air (OTA) television service with transmitters in Vancouver, Calgary, Edmonton, Winnipeg, Toronto, Ottawa, Montréal and Halifax. The Public Notice called for applications from other parties wishing to obtain broadcasting licences to provide television services to various locations across Canada.

As a result of this call, the Commission is considering the following applications:
|
|
|
For the Vancouver, Calgary, Edmonton, Winnipeg, Toronto, Ottawa, Montréal and Halifax markets:

- HDTV Networks Incorporated (item 1)

For the Toronto market exclusively:

These applications will be treated as competitive television applications for the Toronto market.

HDTV Networks proposes to establish a national broadcast centre in Vancouver with regional input from the above-noted cities.
|

|
The applicant proposes 3 hours each week of priority programming during its first 4 years of service, and 4 hours each week for the remainder of the licence term.
|
|
|
The Commission will only proceed with this application at the public hearing if advised by the Department of Industry, at least twenty days prior to the hearing, that it is technically acceptable.

Application by YES TV Incorporated (YES) for a licence to operate a high definition (HD) over-the-air (OTA) television station serving the Greater Toronto Area on channel 21 with an effective radiated power of 9,000 watts.

YES would broadcast 126 hours each week of HD programming, of which at least 50% would be Canadian. The station would also broadcast 28 hours each week of priority programming, a local daily newscast, and a minimum of 3 hours per day of original, local programming.
|
|
|

Your intervention will be considered by the Commission, and will form part of the public record of the proceeding without further notification to you, provided the procedure set out below has been followed. You will be contacted only if your submission raises procedural questions.

A true copy must be sent to the applicant and proof that this has been done must accompany the intervention sent to the Commission.

The Commission advises those who file and serve by electronic mode to exercise caution when using e-mail for service of documents or notification, as it may be difficult to establish that service has occurred.

Before initiating service through electronic mode, please ensure that you will be able to satisfy the Commission, upon request, that service of the notification was completed.
|
|
|
Where the intervention is filed by electronic means, the line ***End of document*** should be entered following the last paragraph of the document, as an indication that the document has not been damaged during electronic transmission.

Each paragraph of the document should be numbered.

|

Your intervention should clearly identify the application and indicate whether you support or oppose the application, or if you propose changes to it, include the facts and grounds for your proposal.

In the event that the application is brought to the oral phase of the hearing, and if you wish to appear, you must provide reasons why your written comments are not sufficient and why an appearance is necessary.
