Mr. Brian Armstrong RE: Tariff Notices Nos. 97 and 97A - Destandardization and Withdrawal of Northern Radio Telephone Service Dear Mr. Armstrong: The Commission received an application by Saskatchewan Telecommunications Inc. (SaskTel) under cover of Tariff Notice 97 and 97A, dated 13 October 2005 and 22 December 2005, respectively, in which SaskTel proposed to destandardize and withdraw its Northern Radio Telephone Service (NRTS) because of obsolete and unreliable technology By letters, dated 3 April 2006 , 7 June 2006 , and 29 December 2006 , SaskTel requested the Commission defer consideration of its application because of ongoing negotiations with the affected communities. By letter, dated 14 November 2007 , SaskTel stated that it had a proposed alternative that will meet the needs of current NRTS subscribers and that all subscribers of NRTS will be contacted with information during the first quarter of 2008. In addition, SaskTel requested a further time extension for its applications. In Service standards for the disposition of telecommunications applications , Telecom Circular 2006-11, 7 December 2006 , the Commission stated that the service standard for destandardization and/or withdrawal of tariffed services provides that 95 percent of determinations on such tariff applications are to be issued on a final basis within 12 months of receipt of a completed application. Given that over 2 years have elapsed since SaskTel filed its application, this file will be closed at the end of the first quarter of 2008.
