Please find attached interrogatories related to the tariff applications of Bell Canada and Bell Aliant Regional Communications, Limited Partnership filed under cover of Tariff Notices 7065 and 118, respectively, in which the companies proposed the introduction of CLEC Manual Equipment Record Service, Access Services Tariff Item 107.

Interrogatories related to Bell Canada TN 7065 and Bell Aliant TN 118

1.    In the ir response to Interrogatories related to Bell Canada TN 7017 and Bell Aliant TN 72 , The Companies(CRTC)24Apr07-4 TN 7017/72, dated 31 May 2007, the Companies stated the following: " The Companies propose to charge in 15 minute increments, consistent with the Companies' practice in charging for labour, example Diagnostic Maintenance Charges. "

(a)   Confirm that in TNs 7065 and 118, the Companies propose to charge $90.00 for each additional hour or portion thereof, and that such portion is not pro-rated if the additional time required beyond the first hour is less than an hour.

(b)   Further confirm that this is inconsistent with the Companies' proposed rate for additional time beyond the first hour or fraction thereof, as submitted in the Companies' above noted response dated 31 May 2007 and, if so, p rovide the Companies' rationale for the inconsistency between its response of 31 May 2007 and these applications.

2.   Explain whether customer requests typically include multiple equipment records. In the event that a customer request includes multiple equipment records, explain, with supporting rationale, whether the proposed labour rate would apply to the time required to complete all equipment records included in the request, or would apply to individual equipment records contained in the request.

3.   Section 5.1 of the Bell Canada Report on the Economic Evaluation of the Introduction of Access Service Tariff Item 107 for CLEC Manual Equipment Record Service, indicates that the demand forecast reflects an extrapolation of the actual number of CLEC initiated manual equipment record request from January 2007 to July 2007.  For the period January 2007 to July 2007:

(a)   Provide an estimate of the average time required to process an equipment record request that is manually processed;

(b)   Provide an estimate of the percentage of equipment record requests that are manually processed that require more than one hour to process;

(c)   Identify whether any charges have been applied with respect to the equipment record requests the Companies have so far processed and, if so, identify the rates that were applied in these cases.
