Re: Tariff Notice 458

Dear Sir:

On 1 August 2007 , the Commission received an application from TELUS Communications Company (TCC) under cover of Tariff Notice 458 (TN 458), in which the company proposed the establishment of an expanded local calling area between the Sainte-Blandine exchange and the exchanges of Bic, Esprit-Saint , Mont -Joli and Saint-Fabien.

In its application, TCC indicated that, pursuant to the procedure established in Framework for the expansion of local calling areas , Telecom Decision CRTC 2002-56 (Decision 2002-56) , the company would hold a plebiscite among its residential subscribers in the Sainte-Blandine exchange. TCC indicated that the voting on the plebiscite would close on 16 September 2007 , and that the company would communicate the results to the Commission without delay.

Commission staff notes that under the procedure set out in Decision 2002-56, the reporting of the results of plebiscites conducted among residential service subscribers whose residential individual line rate (including the temporary surcharge) would increase by more than $1 per month is a compulsory component of all applications for the establishment of an expanded local calling area.

Accordingly, Commission staff considers this application premature and the file has been closed.

The Commission is open to examining a new application from the company once the latter is able to communicate the results of the above-mentioned plebiscite.
