Re: Request for extension to Decision 2007-44 - Routing of fixed/non- native and nomadic VoIP 9-1-1 calls to public safety answering points

This letter is in response to the letter dated 6 July 2007 submitted to the Commission by Comwave, requesting an extension to the 30 day implementation deadline directed by the Commission in Routing of fixed/non-native and nomadic VoIP 9-1-1 calls to public safety answering points, Telecom Decision CRTC 2007-44, 15 June 2007 (Decision 2007-44).

In Decision 2007-44, t he Commission directed all local Voice over Internet Protocol (VoIP) service providers to use 0-ECRS as the interim solution to route fixed/non-native or nomadic VoIP 9-1-1 calls to the PSAPs, pending the development and implementation of a long-term fixed/non-native and nomadic VoIP enhanced 9-1-1 solution.

Commission staff notes that Comwave has requested an extension of 90 days over and above the 30 day implementation period directed by the Commission.   Further, Commission staff notes that Comwave estimated the steps and timelines associated with implementation of 0-ECRS, would take from 70-120 days from the date of the decision.   Commission staff notes that the steps include: assessing Comwave's current service provider's ability to adapt 0-ECRS; finalizing discussions with the ILEC; and service implementation by the ILEC and database implementation and testing.

Given the public safety concerns that led to the Commission's directive in Decision 2007- 44, Commission staff considers that it is imperative that the directive be implemented as soon as possible.

Commission staff notes that no other VoIP service provider has so far requested an extension to the 30 day deadline.   However, Commission staff considers Comwave may have some unique challenges, particularly in carrying out the database implementation and testing for the 0-ECRS service.

Commission staff therefore considers that only the minimum 70 day period (to the 25 August 2007 ), from the date of the Decision, as proposed by Comwave is acceptable.
