Subject:   Request from Bell Aliant Regional Communications, Limited Partnership and Bell Canada to reduce the rates for certain toll interconnections services of the small incumbent local exchange carriers

This is further to the application filed on 31 January 2007 by Bell Aliant Regional Communications, Limited Partnership and Bell Canada (collectively, the Companies), requesting   that the Commission direct the small incumbent local exchange carriers (SILECs) to reduce rates for toll interconnection services.   In order for the Commission to complete the analysis of this application, additional information is required.   The Joint Task Force is requested to provide an answer to the following attachment question by 4 July 2007 .

ATTACHMENT

  1. At paragraph 20 of their application, the Companies stated that the costs relied on by the Commission to establish the Direct Connection (DC) rates in Decision 2005-3 can now be expected to significantly overstate the SILECs' costs to provide DC service.    For each SILEC represented by the Joint Task Force:

a)   Indicate whether the costs for provisioning DC service have decreased since January 2005, and if so, provide the percentage by which the costs have decreased since that time; and

b)  Provide supporting rationale where costs for provisioning DC service have not decreased.
