Re:    Follow-up to Decision 2007-27 - Proceeding related to the cap for residential PES rates in HCSAs and on the subsidy calculation after forbearance is granted

In Price cap framework for large incumbent local exchange carriers , Telecom Decision CRTC 2007-27, 30 April 2007 (Decision 2007-27), the Commission set out its preliminary views with respect to the cap for residential primary exchange service rates in high-cost serving areas and on the subsidy calculation.

The Commission received a letter from Bell Aliant Regional Communications, Limited Partnership and Bell Canada (collectively, the Companies) dated 25 May 2007, requesting an extension to the filing due date of 30 May 2007, for filing its comments on the Commission preliminary views, as set out in paragraph 247 of Decision 2007-27.

The Companies submitted that time-frame provided for filing their comments was insufficient due to the conflicting resource requirements associated with a number of concurrent proceedings, as well as the preparation of the its annual price cap filings. The Companies requested that an extension to the filing due date to 15 June 2007 .

The Commission received comments in support of the Companies' request from TELUS Communications Company and SaskTel Telecommunications.

The Commission staff considers that the companies' request is reasonable and modifies the procedure set out in paragraph 247 of Decision 2007-27 as follows :

  • Parties are requested to provide their comments on the Commission's preliminary view by 15 June 2007 , serving a copy on all interested parties to this proceeding.

  • Parties may file reply comments by 28 June 2007 , serving a copy on all parties.

Finally, where a document is to be filed or served by a specific date, the document must be actually received, not merely sent, by that date.
