Re: Application by Bell Canada requesting that the Commission eliminate the rules governing bundles which comprise tariffed and non-tariffed services offered on a general tariff basis

The Commission has received an application by Bell Canada dated 30 April 2007 , filed under Part VII of the CRTC Telecommunications Rules of Procedure , requesting that the Commission eliminate the rules governing bundles which comprise tariffed and non-tariffed services offered on a general tariff basis (the Application).

On 27 December 2006, the Governor in Council published Order Issuing a Direction to the   CRTC on Implementing the Canadian Telecommunications Objectives, P.C. 2006-1534 (the Policy Direction), which came into force on 14 December 2006.

In Telecom Public Notice CRTC 2007-6, Application of criteria contained in Order in Council P.C. 2006-1534 - Order Issuing a Direction to the CRTC on Implementing the Canadian Telecommunications Policy Objectives , 27 April 2007 (Public Notice 2007-6), the Commission indicated that it is undertaking a review of its existing regulatory measures in light of the Policy Direction and initiated a proceeding to develop an action plan that will allow it to deal first with the most important issues in a timely fashion. In Public Notice 2007-6 the Commission invited comments on the regulatory measures that should be reviewed, the priority that should be placed on reviewing each measure and the time frame for completing the review of each measure.

The time frame in which the Commission expects to address the bundling rules that are the subject of the Application will be announced as part of the Commission's action plan to be published on 11 July 2007 .   Given this, the Application will be considered as having been returned to Bell Canada , with the result that the file pertaining to the Application is now closed

Following the issuance of the Commission's action plan, Bell Canada and other interested parties will have a full opportunity to make representations on the bundling rules, consistent with the Commission's determination of its priorities in the PN 2007-6 proceeding..
