RE:   AT&T Global Services Canada Co. - Application seeking relief with respect to the application of Basic Service Extension Feature charges to configurations involving Competitor Digital Network DS-1 to DS-0 channelization service - Telecom Decision CRTC 2007-10, 15 February 2007, Deferral Account Draw Down Impacts

In AT&T Global Services Canada Co. - Application seeking relief with respect to the application of Basic Service Extension Feature charges to configurations involving Competitor Digital Network DS-1 to DS-0 channelization service, Telecom Decision CRTC 2007-10, 15 February 2007 (Decision 2007-10), the Commission directed incumbent local exchange carriers (ILECs) to cease applying the Basic Service Extension Feature (BSEF) charges to certain Competitor Digital Network (CDN) DS-0 accesses, and to make refunds consistent with their respective Terms of Service .

In addition, the Commission directed each ILEC, except Saskatchewan Telecommunications, to file within 60 days of the date of the decision, their respective deferral account draw down estimates associated with the BSEF charges to be refunded to affected customers in accordance with the decision.

By letter, dated 16 April 2007, Bell Canada and Bell Aliant Regional Communications, Limited Partnership (collectively, the companies), indicated that they were in the process of determining the estimates of the qualifying BSEF in-service demand and the forgone revenue impacts associated with the Commission's directives in Decision   2007-10.   The companies noted that they were, therefore, not yet in a position to provide the deferral account draw down estimates.

The companies also indicated that, by 4 May 2007 , they would either provide the requested deferral account draw down estimates or advise the Commission of the date by which they would be able to file these estimates.

In the circumstances, the companies' request is reasonable.
