Re: Review of proposals to dispose of the funds accumulated in the deferral accounts , Telecom Public Notice CRTC 2006-15
In Disposition of funds in the deferral accounts , Telecom Decision CRTC 2006-9, 16 February 2006 (Decision 2006-9), the Commission directed the incumbent local exchange carriers (ILECs) to allocate a minimum of five percent of the accumulated balance in their deferral account to fund programs to improve accessibility to telecommunications services for persons with disabilities. The Commission further directed the ILECs to consult and work with the appropriate advocacy organizations for persons with disabilities prior to submitting their proposals for approval.
In September and October 2006, Bell Aliant Regional Communications, Limited Partnership (Bell Aliant), Bell Canada, MTS Allstream Inc. (MTS Allstream), Saskatchewan Telecommunications (SaskTel) and TELUS Communications Company (TCC) submitted proposals pursuant to Decision 2006-9. Subsequently, the Commission issued Review of proposals to dispose of the funds accumulated in the deferral accounts , Telecom Public Notice CRTC 2006-15 (PN 2006-15), 30 November 2006, for the specific purpose of allowing public participation in reviewing the ILECs' proposals.
In a letter dated 19 February 2007 , Centre québécois de la déficience auditive (CQDA) noted that the ILECs' consultations did not include any francophone organizations and submitted that, as a result, the ILECs' proposals did not reflect specific social policies and programs in effect in the province of Quebec . CQDA requested that the Commission order the ILECs to include francophone organizations in the consultation process and also allow the ILECs to file new proposals if it is concluded at the end of the consultation process that new proposals are needed.
In addition, CQDA requested that the Commission and the ILECs ensure that the documents resulting from that consultation are translated in French and in English. CQDA also requested that the Commission ensure that funding is available so that the documents can be accessible in langue des signes québécoise (LSQ) and American Sign Language (ASL).
In a letter also dated 19 February 2007 , Centre de Communication Adaptée (CCA) made a similar request with respect to the translation in French and English of documents associated with the PN 2006-15 proceeding. Additionally, CCA requested that the Commission and the ILECs make funding available for the translation or adaptation of the documents in sign language and Braille.
Bell Aliant, Bell Canada , MTS Allstream, SaskTel and TCC are requested to provide comments on these requests by no later than 19 March 2007 . Any other interested party that wishes to express its views concerning these specific matters is to provide them by no later than 19 March 2007 . CQDA and CCA may submit reply comments by no later than 23 March 2007 . All submissions should be filed with the Commission and served on all interested parties to the PN 2006-15 proceeding.
