Re:   Review of regulatory framework for wholesale services and definition of essential service

In a letter dated 16 January 2007, Commission staff invited submissions in regard to Municipal Electrical Utility Companies (MEUs) and Canadian carriers being added, by the Commission, as parties to the Review of regulatory framework for wholesale services and definition of essential service , Telecom Public Notice CRTC 2006-14, 9 November 2006, as amended by Telecom Public Notice CRTC 2006-14-1, 15 December 2006, (Public Notice 2006-14) proceeding, as per Bell Canada 's 22 December 2006 written request and TELUS Communications Company's (TCC's) 4 January 2007 written comments in support.   Commission staff also indicated to parties that if the Commission were to make a determination to add parties to this proceeding, certain procedure dates would be adjusted appropriately to allow persons being made party to prepare and file information and evidence to the Commission, pursuant to paragraphs 33 and 34 of Public Notice 2006-14.

Parties wishing to submit comments on this matter were invited to do so by 23 January 2007.   Bell Canada and TCC were invited to file comments in reply by 26 January 2007.   Parties were also advised that their comments submitted on this matter could address proposed adjustments to Public Notice 2006-14 procedure dates.

Paragraphs 33 and 34 of Public Notice 2006-14 describe the procedure by which parties to this proceeding are to file information and evidence to the Commission.   In particular, parties are to file evidence on matters within the scope of this proceeding to the Commission, serving copies on all parties, by 5 February 2007 .

In light of the on-going processes concerning whether MEUs and Canadian carriers should be declared, by the Commission, as parties to Public Notice 2006-14 Commission staff considers it necessary, at this time, to postpone the 5 February 2007 date on which parties are to file information and evidence to the Commission.

Commission staff expects that the Commission will be in a position to provide a new schedule that will maintain the current target decision date as laid out in Public Notice 2006-14.
