Re:  TCBC Tariff Notice 4265 and TCI TN 578 - Local Business Contract Option 

On 15 January 2007, the Commission received applications from TELUS Communications Company proposing revisions to TCBC General Tariff item 32.F, and TCI General Tariff item 425.4, Local Business Contract Option (LBCO), under cover of Tariff Notices 4265 and 578, respectively.

In its applications, the company proposed to waive the service charges, on a permanent basis, for new LBCO customers who sign 3 or 5 year contracts and order new eligible lines in Rate Band A and/or Rate Band B within the first 30 days of the contract period.   The company noted that its proposal is intended to stimulate LBCO demand in a competitive market by incenting existing non-contracted business line exchange service customers and new customers to migrate to the LBCO option.

Commission staff considers that the company's applications raise issues related to the costing of permanent waivers of service charges, which require further examination.   The Commission expects to render a determination on the company's applications within 45 business days from the date of the applications.
