LetterOttawa, 19 January 2007 Our File No.: 8662-B2-200617219 BY EMAIL Distribution list (Attached) Re: Bell Canada Application to Review and Vary Telecom Decision CRTC 2006-22, Telecom Decision CRTC 2006-23, and Telecom Decision CRTC 2006-42: Modified Process: Policy Direction The Governor in Council issued a direction, which came into effect on 14 December 2006, to the Canadian Radio-television and Telecommunications Commission (the Commission), Order Issuing a Direction to the CRTC on Implementing the Canadian Telecommunications Policy Objectives (the Policy Direction) under the Telecommunications Act (the Act). The Policy Direction can be found at: The Policy Direction requires that the Commission take a more market-based approach to implementing the Act. The Policy Direction applies prospectively to the wide variety of telecommunications-related regulatory issues that the CRTC handles, including matters currently pending before the Commission, subject to the limitations specified in section 11 of the Act. The Policy Direction applies to the proceeding initiated by Bell Canada Application to Review and Vary Telecom Decision CRTC 2006-22, Telecom Decision CRTC 2006-23, and Telecom Decision CRTC 2006-42 (the Bell Canada Application) . To allow parties to comment on the disposition of the Bell Canada Application in light of the Policy Direction, the process established in the Commission staff's letter of 11 January 2007 is modified as follows:
