LetterOttawa, 11 January 2007 File No.: 8662-B2-200617219 By E-Mail To: Distribution list (Attached) Re: Bell Canada Application to Review and Vary Telecom Decision CRTC 2006-22, Telecom Decision CRTC 2006-23, and Telecom Decision CRTC 2006-42 The Commission is in receipt of a Part VII application, dated 6 December 2006, filed by Bell Canada to review and vary Aliant Telecom, Bell Canada, MTS Allstream, SaskTel and TCI - Approval of rates on a final basis for Access Tandem service , Telecom Decision CRTC 2006-22, 27 April 2006; Aliant Telecom, Bell Canada, MTS Allstream, SaskTel and TCI - Approval of rates on a final basis for Direct Connection service , Telecom Decision 2006-23, 27 April 2006; and, Bell Canada and TCC - Co-location power service rates , Telecom Decision CRTC 2006-42, 30 June 2006 (collectively the Decisions). Bell Canada's application was included in the same document setting out the company's submissions with respect to an application by TELUS Communications Company (TCC) dated 30 October 2006 to review and vary the Decisions. Commission staff understands that Bell Canada failed to serve its Part VII application on all parties to the proceedings that led to the Decisions. In addition, staff notes that pursuant to the Commission's letter of 28 November 2006, the process to consider TCC's application was modified to permit Yak Communications (Canada) Inc. (Yak) to participate in that proceeding, despite Yak not having registered as an interested party, nor having participated, in any of the proceedings that led to the Decisions. In the circumstances, the process is modified, as set out below, to allow all interested parties to provide comments on Bell Canada 's application.
