Re: Request to file written submissions for public hearing on the Canadian Television Fund Task Force report.

Dear Mr. Armstrong:

This is in reference to your e-mail of 12 November 2007 in which, on behalf of your client TFO, you requested information on how you might make written submissions prior to the coming February public hearing on the Canadian Television Fund Task Force report.

In Broadcasting Notice of Public Hearing CRTC 2007-15 issued on 5 November 2007, the Commission noted that the comments received in response to Public Notice 2007-70 would be included as part of the written record for this public hearing and that it did not consider it necessary to obtain further written comments in advance of the oral hearing. Accordingly, in its Notice of Public Hearing, the Commission requested that parties wishing to appear at the hearing state their intention by 14 December 2007 along with clearly identified issues that they would like to address at the hearing so that the Commission may optimize its scheduling of appearances.

In light of the above, written comments submitted prior to the hearing will not be accepted. However, it would be appropriate for TFO, as part of its request to appear at the hearing, to include, in addition to the identification of the issues it proposes to address, a succinct summary of points related to those issues. Please note that the deadline for submission of the request and identification of issues remains 14 December 2007.

Finally, please note as well that, as was set out in NPH CRTC 2007-15, all comments made at the oral hearing by appearing parties will form part of the record and the hearing panel may request parties to provide further written submissions after the hearing on select topics as may be deemed appropriate to complete the written record.
