CKDO Oshawa and its transmitter CKDO-FM-1 Oshawa - Technical change
1.
The Commission approves the application by Durham Radio Inc. (Durham) to change the authorized contours of the transmitter CKDO-FM-1 Oshawa, by increasing the effective radiated power (ERP) from 250 watts to an average ERP of 665 watts (maximum ERP of 2,000 watts).
2.
The licensee indicated that the proposed change would improve the reception of CKDO-FM-1 Oshawa, optimize the use of frequency 107.7 MHz (channel 299A) by counteracting co-channel interference from U.S. station WLKK-FM Weathersfield, New York, and continue the turnaround of CKDO from both a listener acceptance and a financial standpoint.
3.
The Commission notes that the proposed technical change will result in a significant increase in the authorized contours of the transmitter.
4.
The Commission received interventions in support of this application.
5.
The Department of Industry (the Department) has advised the Commission that, while this application is conditionally technically acceptable, it will only issue a broadcasting certificate when it has determined that the proposed technical parameters will not create any unacceptable interference with aeronautical NAV/COM services.
6.
The Commission reminds the licensee that, pursuant to section 22(1) of the Broadcasting Act, this authority will only be effective when the Department notifies the Commission that its technical requirements have been met, and that a broadcasting certificate will be issued.
