CJVB Richmond - Licence renewal

1.

The Commission renews the broadcasting licence for the ethnic commercial AM radio programming undertaking CJVB Richmond, from 1 September 2007 to 31 August 2014.

2.

The Commission did not receive any interventions in connection with this application.

3.

The licence will be subject to the conditions set out in Public Notice 1999-137, with the exception of condition of licence number 5. The licence will also be subject to the conditions set out in the appendix to this decision.
 

Canadian content development

4.

In the past, the Commission has approved Canadian content development (CCD) contributions directed to the Canadian Association of Ethnic Broadcasters' (CAEB) catalog of ethnic recordings. However, the Commission is of the view that the CAEB catalog, in its present state, does not effectively support or promote Canadian ethnic artists. Accordingly, the CAEB catalog cannot be considered to be an eligible recipient of CCD funding in accordance with Commercial Radio Policy 2006, as set out in Broadcasting Public Notice 2006-158.

Conditions of licence and encouragement

 

Conditions of licence

 

1. The licence will be subject to the conditions set out in New licence form for commercial radio stations, Public Notice CRTC 1999-137, 24 August 1999, with the exception of condition of licence number 5.

 

2. a) The licensee shall make a basic annual contribution to Canadian Content Development (CCD). The amount of this contribution shall be determined in accordance with Commercial Radio Policy 2006, Broadcasting Public Notice CRTC 2006-158, 15 December 2006 (Broadcasting Public Notice 2006-158), as amended from time to time. The basic annual CCD contribution shall be allocated to eligible parties and activities as defined in Broadcasting Public Notice 2006-158.

 

b) The licensee shall allocate 60% of this basic annual CCD contribution to FACTOR, MUSICACTION or other eligible initiatives that support the creation of ethnic programs.

 

c) The remaining amounts of this basic annual contribution shall be allocated to eligible parties and activities as defined in Broadcasting Public Notice 2006-158.

 

This condition of licence shall expire upon the coming into force of the amendments to the Radio Regulations, 1986 relating to CCD.

 

The licensee is reminded that a contribution made to the Canadian Association of Ethnic Broadcasters' catalog of ethnic recordings is not considered to be an eligible CCD expense at this time.

 

3. During each broadcast week, the licensee shall provide programming directed to a minimum of 23 cultural groups in a minimum of 23 different languages.

 

Encouragement

 

Employment equity

  In accordance with Implementation of an employment equity policy, Public Notice CRTC 1992-59, 1 September 1992, the Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
