CHCD-FM Simcoe - Licence renewal

1.

The Commission renews the broadcasting licence for the English-language, commercial FM radio programming undertaking CHCD-FM Simcoe, from 1 September 2007 to 31 August 2014.

2.

The Commission notes that, pursuant to Decision 2001-133, the licensee is authorized to broadcast, in any broadcast week, 100% hit material, as opposed to the less than 50% hit material authorized for English-language commercial FM stations in Public Notice 1999-137.

3.

The Commission did not receive any interventions in connection with this application.

4.

The licence will be subject to the conditions set out in Public Notice 1999-137, with the exceptions of condition of licence number 5, relating to the licensee's adherence to the Canadian Association of Broadcasters' guidelines for the development of Canadian talent, and of condition of licence number 10, relating to the broadcast of hit material. The licence will also be subject to the conditions set out in the appendix to this decision.

Appendix to Broadcasting Decision CRTC 2007-291

 

Conditions of licence and encouragement

 

Conditions of licence

 

1. The licence will be subject to the conditions of licence set out in New licence form for commercial radio stations, Public Notice CRTC 1999-137, 24 August 1999, with the exception of conditions of licence numbers 5 and 10.

 

2. The licensee is authorized to broadcast, in any broadcast week, 100% hit material as defined in Revised Policy on the Use of Hits by English-Language FM Radio Stations, Public Notice CRTC 1997-42, 23 April 1997, as amended from time to time.

 

3. In regard to the development of Canadian content:

 

a) The licensee shall make a basic annual contribution to Canadian Content Development (CCD). The amount of this contribution shall be determined in accordance with the Commercial Radio Policy 2006, Broadcasting Public Notice CRTC 2006-158, 15 December 2006 (Broadcasting Public Notice 2006-158), as amended from time to time. The basic annual CCD contribution shall be allocated to eligible parties and activities as defined in Broadcasting Public Notice 2006-158.

 

b) The licensee shall allocate 60% of this basic annual CCD contribution to FACTOR or MUSICACTION.

 

c) The remaining amounts of this basic annual contribution shall be allocated to eligible parties and activities as defined in Broadcasting Public Notice 2006-158.

 

This condition of licence shall expire upon the coming into force of the amendments to the Radio Regulations, 1986, relating to CCD.

 

Encouragement

 

Employment equity

  In accordance with Implementation of an employment equity policy, Public Notice 1992-59, 1 September 1992, the Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
