CIXN-FM Fredericton - Licence renewal

1.

The Commission renews the broadcasting licence for the English-language, low-power specialty commercial FM radio programming undertaking CIXN-FM Fredericton, from 1 September 2007 to 31 August 2014.

2.

The Commission did not receive any interventions in connection with this application.

3.

The licence will be subject to the conditions set out in A licensing policy for low-power radio broadcasting, Public Notice CRTC 1993-95, 28 June 1993, as well as to the conditions set out in the appendix to this decision.

Appendix to Broadcasting Decision CRTC 2007-270

 

Conditions of licence

 

1. The licensee shall operate the station within the Specialty format as defined in A Review of Certain Matters Concerning Radio, Public Notice CRTC 1995-60, 21 April 1995, as amended from time to time.

 

2. The licensee shall draw at least 80% of the total music broadcast every broadcast week from content sub-category 35 (non-classic religious).

 

3. The licensee shall maintain a local weekly programming level of at least 42 hours in order to accept or solicit local advertising.

 

4. The licensee shall broadcast, in any broadcast week, less than 50% hit material as defined in Revised Policy on the Use of Hits by English-Language FM Radio Stations, Public Notice CRTC 1997-42, 23 April 1997, as amended from time to time.

 

5. The licensee shall make a basic annual contribution to Canadian content development (CCD). The amount of the contribution shall be determined in accordance with the policy set out in Commercial Radio Policy 2006, Broadcasting Public Notice CRTC 2006-158, 15 December 2006 (Public Notice 2006-158), as amended from time to time.

 

The licensee shall allocate 60% of this basic annual CCD contribution to the Foundation Assisting Canadian Talent on Recordings (FACTOR) or MUSICACTION.

 

The remainder of the annual basic CCD contribution shall be allocated to parties and initiatives fulfilling the definition of eligible initiatives in Public Notice 2006-158.

 

This condition of licence shall expire upon the coming into force of the amendments to the Radio Regulations, 1986 relating to CCD.

 

6. The licensee shall adhere to the guidelines on gender portrayal set out in the Canadian Association of Broadcasters' Sex-role portrayal code for television and radio programming, as amended from time to time and approved by the Commission. However, the application of the foregoing condition of licence will be suspended if the licensee is a member in good standing of the Canadian Broadcast Standards Council.

 

7. The licensee shall adhere to the provisions of the Canadian Association of Broadcasters' Broadcast code for advertising to children, as amended from time to time and approved by the Commission.
