Broadcasting Decision CRTC 2007-234

  Ottawa, 16 July 2007
Kumar Annamalai, on behalf of a corporation to be incorporated
Across Canada
  Application 2007-0009-8, received 3 January 2007
Public Hearing in the National Capital Region
28 May 2007

Look English News - Category 2 specialty service

The Commission approves an application for a broadcasting licence to operate a new Category 2 specialty programming undertaking.

1.

Kumar Annamalai, on behalf of a corporation to be incorporated, filed an application for a broadcasting licence to operate Look English News, a national, English-language ethnic niche Category 2 specialty programming undertaking that would be devoted to news and public affairs targeting Canadians with origins in Sri Lanka and India. All of the programming would be in the English language.

2.

The applicant also requested authority to broadcast up to six minutes per hour of local advertising.

3.

The Commission did not receive any interventions in connection with this application.

4.

The Commission is satisfied that the application is in conformity with all applicable terms and conditions announced in Public Notice 2000-171-1. Accordingly, the Commission approves the application by Kumar Annamalai, on behalf of a corporation to be incorporated, for a broadcasting licence to operate the national, English-language ethnic niche Category 2 specialty programming undertaking Look English News.

5.

As set out in Broadcasting Public Notice 2005-104, the Commission generally permits new ethnic specialty services to broadcast up to six minutes per hour of local advertising unless an intervener makes a compelling case to the contrary. In the present case, there were no interventions opposing the proposal to broadcast local advertising. The Commission therefore approves the applicant's request for authority to broadcast up to six minutes per hour of local advertising.

6.

The terms and conditions of licence for the new undertaking, including a condition authorizing the broadcast of local advertising, are set out in the appendix to this decision.
