Proceeding to establish a national do not call list framework and to review the telemarketing rules

In this Public Notice, the Commission revises the timeline for written comments in the above proceeding. These comments were initially due on 20 March 2006.

The Commission received a request from the Public Interest Advocacy Centre (PIAC) on 2 March 2006 to extend the deadline for filing comments to 3 April 2006. PIAC's request for an extension was premised on the broad scope of the proceeding, which includes a review of present telemarketing rules and the do not call list (DNCL); the addition of the consideration of voicecasting; and the need for PIAC and other consumer groups to canvas their constituencies and conduct public surveys.

Interested parties were required to file comments in response to PIAC's request by 7 March 2006. Comments were filed in support of PIAC's request by Aliant Telecom Inc.; Bell Canada; NorthernTel, Limited Partnership; Northwestel Inc.; Saskatchewan Telecommunications; Société en commandite Télébec; Public Interest Law Centre; MTS Allstream Inc.; Rogers Communications Inc.; TELUS Communications Company; the Canadian Banking Association; Mouvement des caisses Desjardins; and the Canadian Marketing Association.

On 7 March 2006, PIAC filed a further submission indicating that an extension of time for filing comments to 27 March 2006 would provide adequate time for PIAC to make a contribution to this initiative without jeopardizing the Commission's ultimate timetable.

The Commission has determined that it would be in the public interest to extend the deadline in question by one week.

Accordingly, the Commission amends paragraphs 39 and 54 of Telecom Public Notice CRTC 2006-4, 20 February 2006 (Public Notice 2006-4), as follows:

Para 39. Parties who do not wish to participate in the DNCL operations CISC subcommittee meetings may provide written comments to the Commission on the above technical, operational and administrative issues. These comments will become part of the record of CISC and should be provided in a separate document by 27 March 2006. This document should be addressed to the Secretary General of the Commission and clearly labelled "the DNCL operations CISC subcommittee."

Para 54. Parties are invited to file written comments with the Commission commenting on the questions and/or issues raised in sections II and III of Public Notice 2006-4, serving a copy on all other parties, by 27 March 2006.
