  Application by Salt and Light Catholic Media Foundation to amend the licence of national ethnic Category 2 specialty programming undertaking known as Salt and Light Television.
  The licensee is currently subject to the following nature of service condition of licence:
 

a) The licensee shall provide a national ethnic Category 2 specialty television service devoted to providing religious programming from the single point-of-view of the Roman Catholic faith. The service will target Italian, Spanish, Portuguese, Polish, Filipino, English and French-speaking audiences. In addition to religious programming, the service will offer a limited amount of programming dealing with social and humanitarian issues.

  Furthermore, regarding its nature of service, the Commission expected that during each broadcast week, no less than 80% of all programming broadcast shall be ethnic programming, and that no more than 20% shall be in English and/or French.
  The licensee proposes to amend the nature of service so that the Category 2 service would no longer operate as an ethnic programming service. Specifically, the licensee proposes to increase up to 60% the amount of English language programming that Salt and Light Television would be authorized to exhibit and to reduce the amount of third language and French language programming that is broadcast on the service to a minimum of 40%.
  The licensee indicates that its third language programming will also include Cantonese programming.
  The licensee confirmed that it would abide by the conditions of licence, which generally apply to English language Category 2 specialty services relating to advertising and Canadian programming, as set out in Public Notice CRTC 2000-171-1.
  The licensee indicates that reducing the amount of third-language programming broadcast would significantly enhance its appeal to both subscribers and Canadian broadcasting distribution undertakings.

  The present application is filed in response to Decision CRTC 2006-139 in which the Commission stated that it would only issue a licence to Coopérative Radio-Halifax-Métro limitéeif it submitted an application proposing the use of another FM frequency and technical parameters that are acceptable to both the Commission and the Department of Industry.
