The licensee proposes to amend its condition of licence relating to the use of local availabilities, which reads:

The licensee may, at its option, insert certain promotional material as a substitute for the "local availabilities" (i.e. non-Canadian advertising material) of non-Canadian satellite services. At least 75 percent of these local availabilities must be made available for use by licensed Canadian programming services for the promotion of their respective services, for the promotion of the community channel and for unpaid Canadian public service announcements. A maximum of 25 percent of the commercial availabilities may be made available for the promotion of discretionary programming services and packages, customer service information and channel realignments.

It should be noted that Primetime Radio Inc. has submitted an application (2006-0041-2) to acquire, from AM 740 LP, as part of a corporate reorganization, the assets of the English-language AM radio programming undertaking CHWO serving Toronto and of the transitional digital radio undertaking (DRU) (CHWO-DR-2) associated with CHWO. The Commission has considered this application during the non-appearance phase of the 19 June 2006 public hearing held in Edmonton, Alberta. Application by UCFV Campus and Community Radio Society for the use of frequency 88.5 MHz (channel 203A) with an average effective radiated power of 92 watts (maximum effective radiated power 300 watts/antenna height 336.8 meters) for the operation of the English-language community based campus FM radio programming undertaking approved in Community-based campus FM radio station in Abbotsford, British Columbia in Abbotsford, in Broadcasting Decision CRTC 2006-70, 14 March 2006.

The present application is filed in response to Broadcasting Decision CRTC 2006-70 in which the Commission stated that it would only issue a licence to UCFV Campus and Community Radio Society if it submitted an application proposing the use of alternative technical parameters that are acceptable to both the Commission and the Department of Industry (the Department.)
|
|
The applicant submitted this application but the new proposed alternative technical parameters for the use of 88.7 MHz (channel 204A) are deemed as not acceptable to the Department. Following discussions, the Department has agreed to provide its technical acceptability to the technical parameters submitted by the applicant in its original application 2005-0614-9 for the use of the 88.5 MHz (channel 203A) subject to certain conditions. Therefore, these technical parameters reflect those as originally announced in Broadcasting Notice of Public Hearing CRTC 2005-9.
