Introduction of Bell Aliant's General Tariff, Exchange Services Tariff, Access Services Tariff, and Special Facilities Tariff, and revisions to Bell Canada's General Tariff and National Services Tariff

Erratum

1.

On 1 February 2006, BCE Inc. (BCE) announced its intention to form a new regional income trust (Bell Communications), that would offer wireline, legacy data, and Internet services over approximately 1.6 million local access lines in certain parts of Bell Canada's territory in Ontario and Quebec. BCE also indicated that there would be no changes to the services offered to Bell Canada's customers or to the terms and rates applicable to those services, as a result of this corporate restructuring.

2.

The Commission received several applications by Bell Canada, filed between 14 March and 26 May 2006, under cover of Bell Communications Tariff Notices (TNs) 1 to 7, including amendments. In these applications, Bell Canada proposed, among other things, the introduction of a General Tariff, an Exchange Services Tariff, an Access Services Tariff, and a Special Facilities Tariff for the proposed income trust. Bell Canada submitted that these tariff notices essentially replicated the Bell Canada tariffs for use by the new entity.

3.

The Commission also received applications by Bell Canada, filed between 21 March and 26 May 2006, under cover of TNs 6935, 6944, 6944A, and 6952, proposing revisions to its General Tariff and under cover of TN 873, proposing revisions to the National Services Tariff, to reflect the formation of the proposed income trust.

4.

In Bell Canada - Introduction of Bell Communications' General Tariff, Exchange Services Tariff, Access Services Tariff, and Special Facilities Tariff, and revisions to Bell Canada's General Tariff and National Services Tariff, Telecom Order CRTC 2006-161, 23 June 2006 (Order 2006-161), the Commission approved on an interim basis Bell Canada's applications, in respect of Bell Communications TNs 1, 1A, 1B, 2, 2A, 3, 4, 4A, 4B, 4C, 4D, 5, 5A, 66A and 7, and related agreements, Bell Canada's TNs 6935, 6944, 6944A and 6952, and Bell Canada (National Services Tariff) TN 873, with the exception of the Master Interconnection Agreement, subject to Bell Canada confirming in writing to the Commission that the formation of the proposed income trust had been completed.

5.

By letter dated 10 July 2006, Bell Canada confirmed to the Commission that the formal name of the proposed income trust would be Bell Aliant Regional Communications, Limited Partnership (Bell Aliant), and that the formation of Bell Aliant was completed on 7 July 2006.

6.

In Bell Canada - Introduction of Bell Aliant's General Tariff, Exchange Services Tariff, Access Services Tariff, and Special Facilities Tariff, and revisions to Bell Canada's General Tariff and National Services Tariff, Telecom Order CRTC 2006-194, 26 July 2006 (Order 2006-194), the Commission approved, on a final basis, among other things, the Bell Aliant tariffs. In Order 2006-194, the Commission inadvertently granted final approval to certain Bell Aliant tariffs when the corresponding Bell Canada tariffs had only been granted interim approval because of ongoing proceedings. These Bell Canada tariffs, refiled as Bell Aliant tariffs, should not have been approved on a final basis. As a result, paragraph 7 of Order 2006-194 should read as follows:

7. Given that the Commission was informed of the formation of Bell Aliant pursuant to Order 2006-161 and that the comment period has elapsed, the Commission approves on a final basis Bell Canada's applications with the exception of the Master Agreement for CLEC-IXC Interconnection and the tariff items noted below, for which approval will remain interim because of ongoing proceedings.
