Residential and business primary exchange services

1.

The Commission received an application by Cochrane Telecom Services of the Corporation of the Town of Cochrane on 28 April 2006 proposing increases to its First Basket residential primary exchange service (PES) rates and to its Second Basket business PES rates.

The proposed monthly rate increases are as follows:
 
  • residential individual line, from $20.75 to $21.75;
 
  • residential rural, from $20.75 to $21.75;
 
  • residential New Amalgamation, from $22.75 to $23.75; and
 
  • business individual and business rural (South Highway), from $37.22 to $39.61, effective 1 June 2006, and from $39.61 to $42.00, effective 1 June 2007.

The Commission finds that the proposed residential PES rate increases are within the rate increase constraints established in Revised regulatory framework for the small incumbent local exchange carriers, Telecom Decision CRTC 2006-14, 29 March 2006 (Decision 2006-14).

The Commission, however, finds that the proposed business PES rate increases are not within the rate increase constraints established in Decision 2006-14.

In light of the above, the Commission approves on an interim basis the proposed residential rate increases and denies the proposed business rate increases.
