Ethernet Access Services and Agreement

 

Background

1.

The Commission received an application by Saskatchewan Telecommunications (SaskTel) dated 15 July 2004, under Tariff Notice 69 (TN 69), requesting approval of the introduction of Ethernet Access Services and Agreement, pursuant to the Commission's directives in Ethernet services, Telecom Decision CRTC 2004-5, 27 January 2004, as amended by Telecom Decision CRTC 2004-5-1, 6 February 2004.

SaskTel's proposed Ethernet Access Services and Agreement application consisted of three service components:
 
  • Ethernet Access Service, General Tariff item 110.54;
 
  • Ethernet Central Office (CO) Connecting Link Service, Competitor Access Tariff item 610.29; and
 
  • Ethernet Interface Service, Competitor Access Tariff item 610.30.

The Commission approved on an interim basis SaskTel's Ethernet Access Service and Ethernet CO Connecting Link Service components in Aggregated Asymmetric Digital Subscriber Line (ADSL) Service, and Ethernet Access Services and Agreement, Telecom Order CRTC 2006-64, 27 March 2006.
 

The application

The Commission received an application by SaskTel dated 15 March 2006, under Tariff Notice 69A (TN 69A), which proposed, among other things, to:
 
  • waive the termination charges associated with the Ethernet Access Service in the event the customer changed speeds;
 
  • change the Ethernet Access Service description to clarify the demarcation point of SaskTel's network on the customer premise; and
 
  • change the Ethernet CO Connecting Link service description to reflect that the 100 Base-T Ethernet CO Connecting Link service to be used in conjunction with the Ethernet Transport Interface was only available in Saskatoon and Regina serving wire centres.
  SaskTel proposed that these changes be made effective 1 July 2006.

By letter dated 4 April 2006, SaskTel requested that, as a result of business initiatives, the effective date for the specific revisions to the Ethernet Access Service component and the Ethernet CO Connecting Link component, as set out in paragraph 4 above, be changed from 1 July 2006 to 18 April 2006.

No comments were received with respect to TN 69A.
 

Commission's analysis and determination

The Commission considers that SaskTel's proposed specific revisions noted above and the effective date will benefit competitors and are appropriate.

In light of the above, the Commission approves on an interim basis, effective the date of this Order, the specific revisions to the Ethernet Access Service component and the Ethernet CO Connecting Link component set out in paragraph 4 above.
