Re:    Part VII Application to Review and Vary Decision 2006-24

On 27 September 2006 , the Commission received an application by Bell   Canada filed pursuant to section 62 of the Telecommunications Act and Part VII of the CRTC   Telecommunications Rules of Procedure .

In this application, the company requested that the Commission review and vary portions of Part VII application by Rogers Telecom Holdings Inc. for certain relief of billed number screening charges , Telecom Decision CRTC 2006-24, 27 April 2006 (Decision 2006-24).   The company specifically requested that the Commission reverse its Category I classification for the billed number screening (BNS) database access service.   The company also requested revised rates for BNS storage.

Commission staff notes that in Review of regulatory framework for wholesale services and definition of essential service , Telecom Public Notice CRTC 2006-14, 9   November   2006 (Public Notice 2006-14), the Commission has initiated a comprehensive proceeding to review the regulatory framework for wholesale services.

As matters raised by the company in its application to review and vary portions of Decision 2006-24 will be dependent on the Commission's determinations in the Public   Notice 2006-14 proceeding, staff considers that the Commission will not be able to make a determination on the company's application pending completion of Public   Notice 2006-14.
