Re: Telecom Public Notice CRTC 2006-12 - Proceeding to reassess certain aspects of the local forbearance framework established in Decision 2006-15: Placement of certain aggregated information on the public record

In Commission staff's letter of 18 October 2006, it was determined that the following information, aggregated on a national basis, would be placed on the public record :

  • actual residential and business connections and associated revenues for incumbent local exchange carrier (ILEC) and non-ILEC service providers, for the years 2004 and 2005, and for the period ending August 2006;
  • average monthly churn rates for residential and business services; and
  • percentage of telephone numbers that were ported into non-ILECs' local exchange residential and business services.

Information pertaining to the residential market was provided in the Commission staff letter of 20 October 2006.   Attached is information pertaining to connections and associated revenues for the business market.   Information pertaining to churn rates and ported telephone numbers for the business market is not provided due to lack of availability from several parties.   Commission staff has made adjustments to account for differing reporting periods used by the companies.

Consistent with Commission staff's letter of 18 October 2006 , parties may revise their comments and reply comments in light of the aggregated data pertaining to business services. Revised comments are to be filed and served by 7 November 2006 and revised reply comments by 10 November 2006 .   Any such revisions are to be confined to addressing the impact of this data.
