Re:   Tariff Notice No. 600

On 27 September 2006 , the Commission received an application by MTS Allstream, under cover of Tariff Notice 600, requesting Commission approval of the withdrawal of Universal Message from MTS Allstream's General Tariff Item 2149.

Commission staff notes that an application to destandardize and/or withdraw tariffed services must comply with the procedures outlined in Telecom Circular CRTC 2005-7, New procedures for disposition of applications dealing with the destandardization and/or withdrawal of tariffed services , 30 May 2005 (Circular 2005-7).

With respect to Tariff Notice 600, and as outlined in paragraph 16 of Circular 2005-7, Commission staff notes that MTS Allstream has failed to include in its application relevant information concerning existing customers such as the numbers of customers affected by the withdrawal of Universal Messaging service, and a copy of the notice sent to affected customers.   The company's application does not clearly indicate what steps have been taken to ensure that affected customers understand what alternative services exist, including their functionality and associated costs.

Consequently, this file is now closed

However, the Commission is open to examining a new application if the company addresses the above-mentioned problems.   The application must be filed under cover of a new tariff notice.   Before filing a new application with the Commission, please contact Joanne Baldassi at (819) 997-4576 or Robert Martin at (819) 953-3361.
