Re: CLEC rates for interconnection

In Local Competition , Telecom Decision CRTC 97-8, 1 May 1997 , the Commission considered that it was in the public interest to require competitive local exchange carriers (CLECs) to provide interconnection for wireless service providers and equal access for all interexchange service providers, at terms and conditions equivalent to those contained in the incumbent local exchange carriers' tariffs. The Commission required all CLECs to file proposed tariffs for interconnection.

Accordingly, the Commission issued a letter dated 27 September 2006 , in which the Commission required all CLECs to file revised interconnection rates based on version 27 of the CLEC Model Tariff.

Commission staff notes that, in the past, some CLECs have included in their General Tariff the interconnection rates for all provinces in Canada . Commission staff considers that a CLEC's General Tariff should only include the interconnection rates for the provinces in which the CLEC offers service.

Commission staff considers that CLECs should submit, for Commission approval, their amended General Tariff to remove the interconnection rates for the provinces in which they do not offer service at the same time as the revised interconnection rates based on version 27 of the CLEC Model Tariff.
