MTS Allstream Inc. (MTS Allstream) is requested to provide comprehensive answers, including any rationale and supporting information, to the attached questions with regard to the above referenced application by 2 October 2006 .

The Commission expects to render its decision on Tariff Notice 598 within 45 business days of the date of receipt of the tariff notice.

ATTACHMENT

In its application, MTS Allstream has proposed to introduce a reference to General Tariff item 510 - Service Charges (item 510), with respect to the 4-wire local access circuits and data termination charges for 2-wire and 4-wire local access channel service, being moved from existing General Tariff item 5600 (item 5600) to the proposed new General Tariff item 5650.

  1. Explain on what basis and under which circumstances item service charges under item 510 would be applicable to 4-wire local access circuits and data termination charges for 2-wire and 4-wire local access channel service.
  2. Confirm if MTS Allstream has been charging service charges to its item 5600 customers regarding 4-wire local access circuits and data termination charges for 2-wire and 4-wire local access channel service.

If yes:

  • under what circumstances and at what rate.   The company's response should identify the type of activity and specific Service Charge element applied, and Tariff item if applicable;
  • provide rationale for applying charges without a Commission approved tariff;
  • explain whether the company is requesting ratification of the charging of a rate otherwise than in accordance with a tariff approved by the Commission.

If not:

  • explain why it did not propose this change with supporting rationale, in its Tariff Notice 598, as an introduction of a new rate element, with a revised Price Cap Model showing the impact of this change.
