Re: Part VII Application to Review and Vary Part of Telecom Decision CRTC 2006-15, Forbearance from Regulation of Retail Local Exchange Services -- Winback Rules

This letter is in respect to the above-noted application dated 6 June 2006 from Laurence Dunbar, Counsel to Primus Telecommunications Canada Inc. (known hereafter as "Primus") requesting that the Commission review and vary certain parts of Telecom Decision CRTC 2006-15, Forbearance from the regulation of retail local exchange services , 6 April 2006 (Decision 2006-15) respecting the "winback rule". Primus also requested that the Commission immediately issue a stay of the determinations and orders made in paragraphs 484 to 488 inclusive of Decision 2006-15. In addition, Primus requested the Commission to initiate an expedited process to consider its application for a stay.Commission staff considers that it is not appropriate to initiate an expedited process under the circumstances.   Parties may file and serve upon Primus their answers to the above-noted application by 6 July 2006 .   Primus may file and serve upon all respondents a reply submission by 17 July 2006 .   All documents must actually be received, and not merely sent, by the aforementioned dates.
