Re:   Revised regulatory framework for the small incumbent local exchange carriers , Telecom Decision CRTC 2006-14, 29 March 2006 - Calculation of minutes and trunks to determine interconnection revenues

This letter provides clarification with respect to the calculation of minutes and trunks to determine interconnection revenues pursuant to Revised regulatory framework for the small incumbent local exchange carriers , Telecom Decision CRTC 2006-14, 29 March 2006 (Decision 2006-14).

In paragraph 128 of Decision 2006-14, the Commission concluded that the rates set out in Direct toll and network access costing methodology for small incumbent local exchange carriers - Follow-up to Decision 2001-756, Telecom Decision CRTC 2005-3, 31 January 2005 (Decision 2005-3) continued to apply for the duration of the next regulatory period for the small incumbent local exchange carriers (SILECs), and were to be applied to actual minutes and trunks.   Decision 2006-14 did not specify how to calculate the actual minutes to which these rates would apply.   Commission staff considers that the SILECs' proposed approach, set out in paragraph 119 of Decision 2006-15, should be used to calculate the number of minutes.

In paragraph 140 of Decision 2006-14, the Commission concluded that the rate schedule for toll trunks established in Decision 2005-3 continue to apply for the duration of the SILECs' next regulatory period.   Decision 2006-14 did not specify

how to calculate the number of toll trunks to which these rates would apply.   Commission staff considers that the SILECs' proposed approach, set out in paragraph 130 of Decision 2006-14, should be used to calculate the number of toll trunks.
