Dear Ms. Snell:

RE:   Bruce Telecom Tariff Notice No. 116 - Miscellaneous Equipment - Customer Calling Features, Call Management Service and New Feature Packages              

On 30 March 2006 , the Commission received an application by Bruce Telecom under cover of Tariff Notice 116, which proposes to:

•  Remove all references to Call Management Services RCMS1 and BCMS1 and replace them with more descriptive reference, with no change in rates;

•  Withdraw Call Management Services RCMS and BCMS series 2-6 which were packages of Call Management Services;

•  Grandfather (destandardize) two custom calling package services with the intention of withdrawing the services once there are no more subscribers;

•  Introduce two new packages, the Basic Feature Package and Elite Feature Package for business and residential customers; and

•  Introduce a 50% discount rate for additional Custom Calling Features/Call Management Services for customers who subscribe to the new feature packages.

The company is requested to provide its response to the attached questions.   To allow the Commission to deal expeditiously with the application, response is requested by 11 April 2006

The Commission expects to render a decision on the application for the proposed new services within 45 days of receipt of the tariff notice and expects to render a decision on the destandardization and withdrawal within the time period set out in Telecom Circular 2005-7 New Procedures for disposition of applications dealing with the destandardization and/or withdrawal of tariffed services, 30 May 2005.

Questions for Bruce Telecom TN 116

  1. Provide the information required for an application for destandardization/withdrawal as outlined in paragraphs 16 to 21 of Telecom Circular 2005-7 New Procedures for disposition of applications dealing with the destandardization and/or withdrawal of tariffed services, 30 May 2005 (Circular 2005-7), for the following:

    •  Withdrawal of Call Management Services RCMS and BCMS series 2-6, and

    •  Destandardization of the two custom calling package services

  2. Provide justification that the proposed rates for the following proposed new services are compensatory:

•  Basic Feature Package and the Elite Feature Package for business and residential customers, and

•  A 50% discount rate for additional Custom Calling Features/Call Management Services for customers who subscribe to the new feature packages.
