Re: Use of the Commission Data Collection System to report IXPL routes over which IXPL services are provided or offered that meet the criterion established in Order 99-434

In Follow-up Proceeding to Telecom Decision CRTC 97-20: Establishment of criterion and process for considering further forbearance for high Capacity/DDS interexchange private line service , Telecom Order CRTC 99-434, 12 May 1999 (Order 99-434), the Commission required that all competitors of a Company, including Broadcasting Distribution Units (BDUs) and BDU affiliates, that provide telecommunications services, to file on 1 April and 1 October of every year, a report identifying all interexchange private line (IXPL) routes for which they are offering or providing, on that route, the equivalent of DS-3 bandwidth (or greater) on a private line basis to at least one customer, using terrestrial facilities from other than the Company in question or an affiliate of that Company.

Earlier this year, the Commission added form 243 - "Report of Interexchange Private Line Routes", formerly known as "Forborne Private Line Routes", to its Data Collection System (DCS).  

Starting with the 1 April 2006 report, competitors of a Company [1] are required to use the DCS form 243 to report their IXPL routes pursuant to Order 99-434.

In TELUS Communications Inc.'s request for audited competitors' interexchange private line route reports , Telecom Decision CRTC 2005-42, 29 July 2005 (Decision 2005-42), the Commission directed that future semi-annual IXPL reports be signed by an officer of the company submitting the report, attesting to its accuracy and completeness.  

Staff notes that DCS form 243 allows parties to print out the information that is to be submitted to the Commission for verification by an officer of the company and the form also allows for the submission of a scanned copy of a letter signed by an officer of the company attesting to the accuracy of the information contained in the form.
