Dear Mr. Palmer:

Re: Tariff Notice No. 872 - Digital Network Access - Rate Clarification for Aliant

On 1 March 2006 , the Commission received an application from Bell   Canada under cover of National Service Tariff Notice 872 (TN 872).

The company's application raises issues on the application of the link charge when the channelizing feature is provided in Aliant Telecom Inc. territory.

The Commission will deal with the company's application at the same time as Part VII application by Rogers Wireless Partnership: Clarification on the applicability of retail digital network access link charges on competitor digital network facilities, 23 December 2005. Therefore, the Commission will not be able to render a decision within 10 business days of the date of receipt of TN 872.

Yours sincerely,
